When participating in a Twitch chat room, you can access the chat toolbox by simply selecting the username of the Twitch member you would like to interact with, either in the chat window itself, or by selecting their name from the viewer list located at the bottom of the chat window.
Selecting their username will bring up the chat toolbox which allows you to perform functions directly related to that viewer. Not all of these functions will be visible to you if you are not a channel moderator or broadcaster for the chat you are currently in:
First, you can click on their name itself to view their Channel. The buttons under their name do the following actions:
1: Follow/Unfollow: Add the viewer to your following list and receive alerts whenever they go live with a broadcast of their own.
2: Message: Send a private message to the viewer. This is especially useful for moderation and running contests or promotions on Twitch streams.
3: Ignore: Enabling ignore on a specific user will make it so you never again see what they type in chat, nor will you receive messages from them. This is permanent until you decide to disable the ignore command by typing into chat: "/unignore username".
4: Timeout: This function is only available to the Channel Broadcaster and the Channel Moderators. Clicking this enables a 10 minute timeout on the selected user in the channel. To cancel the timeout, you need to type into chat: "/unban username".
5: Ban: This function is only available to the Channel Broadcaster and the Channel Moderators. Clicking this permanently bans the selected user from the Channel. To unban the user, you need to type into chat: "/unban username".
6: OP/DE-OP: This function is only available to the Channel Broadcaster. Clicking this makes the selected user a Moderator for the Channel.
