To report a user who is whispering you in a manner that violates the Community Guidelines or Terms of Service, you can do so by clicking on the cog button located in the top right of your whisper window, and then selecting the report style you believe is appropriate.
If someone is violating the Community Guidelines or Terms of Service outside of the whisper feature and you wish to file a more detailed report, click instead on Go to <username>'s Channel and follow the steps listed here to report the user.
There are three options available to you:
Block User - Most suited to when someone is annoying you or is someone you just do not wish to ever speak to via whispers.
Report Harassment - Most suited to when a user is whispering you in a manner that breaks the Terms of Service, such as being abusive or threatening you.
Report Spam - Most suited to when someone is sending you phishing, malware, or advertisement items. These messages typically include a link.
Important note: Reporting a user via the whisper options is similar to reporting the user via the report function on their channel because both go to the Admin team for review. Therefore abusing the whisper report options is a violation of the Terms of Service.
