Best OBS settings for my specs

I would love to start streaming more as it seems like a fun thing to do so far. Was wondering if anyone could give me some help with setting up OBS to best suit my specs.

CPU: AMD Athlon II x4 640 Processor 3.00GHz
OS: Windows 7 Home Premium 64-Bit
Graphics Card: AMD Radeon 6770 HD

Any help would be appreciated :)

Try this out:

Resolution: 850x480 (480p)
Quality Balance: 10 (7-9 if a decently high motion game, 10 if low motion)
Bitrate: 1200 [depends on if you can actually push this, you need xsplit to test that]
Buffer: 1200 [depends on if you can actually push this, you need xsplit to test that]
Advanced Video - x264 Preset: Ultrafast

Your main bottleneck is your CPU, and what settings you have for your games at (and really, what games you are playing).

I am having problem's too sadly :( I have super good internet upload speed of 9mbs but here are my computer spec's

Manufacturer: Toshiba
Model: Satellite L855
Processor: Intel(R) Core(TM) i3-3120M CPU @ 2.50GHz 250 GHZ
Installed memory (RAM) 4.00GB (3.89 GB usable)
System Type: 64-bit Operating System, x64-based processor

OBS Settings:
Use CBR: Checked Encoder: x264 MAX Bitrate 1800 Buffer Size 1800
Base Resolution: 1280 by 720P
Resolution Downscale: None
FPS: 30
Scene buffering time Milliseconds: 700 (Default)
x264 CPU Preset ultrafast
Keyframe Interval 2

My stream sucks because it pauses, skips parts, and I don't know why PLEASE HELP ME!! and tell me what I need to do!! Thank you!

At settings like this my cpu is around 40% and sometimes reaches 95%
