Lowering stream quality from 720p+ to 720p?

To put it simple I want to stream in 720p instead of 720p+, because it seems a good amount of my viewers get my stream stuttering time to time.
I've been messing around with OBS settings and nothing seems to remove the little '+' from the quality option.
I've tried lowering the quality of the stream, but still every option has the '+' next to it like 480p+, 720p+, etc.., and I don't know if it's a twitch problem or what. Has anyone experienced this before? I'd really appreciate some help, thank you.

My current OBS settings are the following:
Quality Balance: 10
Max Bitrate: 2100
Buffersize: 2000
1280x720 resolution (720p)
30 FPS
Audio Codec: AAC, Bitrate: 128

My PC Specs:
Intel(R) Core(TM) i5 CPU 650 @ 3.20GhZ (4 cores)
4GB RAM
Nvidia Gefore GT 320 (1GB)
64-Bit Operating System

My Internet:
30.77 Mb/s
3.68 Mb/s

the + just indicates that it's the native resolution you're streaming at. Can you try at a lower bitrate such as 1500?

Cause of the plasma wepnoas right and fighting in space right? It isn't even about how the game looks anyways, it's about how it plays, and even with all these changes, Halo 4 will not play like CoD.
