For OBS settings, a good place to see settings is at http://obsproject.com/estimator - http://i.imgur.com/a7WLISz.png the results after plugging information in for you. Test out those settings and see if they work. I recommend the 2.00 downscale for your resolution due to your upload speed and that your processor should stay at the default setting under advanced. When you click settings after opening OBS, the bit rate information can be found under encoding while the resolution information can be found under video. Find your best server using http://www.teamliquid.net/forum/viewmessage.php?topic_id=326034 and plug that information in under Broadcaster Settings.
