240p Extreme Stutter Lag - 30/5 TWC Connection

Over the last 6 months twitch streaming quality has been degrading down to the point it is impossible to watch live streams. I used to be able to watch 1080+, then 720, then 480, and now I am relegated to 240p. Even at that I am getting a 2-3 second stutter every 4-5 seconds.

So then I switched to simply watching VOD's after a major tournament was over, that way I didn't have to deal with the lag. For the most part that worked. Now, VOD's as well are slow loading. Reminds me of watching a video in the 90's on 56k connection. Download a bit, watch until caught up, let buffer some more, repeat.

I have called Time Warner and raised hell multiple times. I have made it to the infamous Tier 4 support of Time Warner Cable, "the Nerd Gods", and they have pretty much told me it's not their fault. They tell me that they are not throttling, my connection is working just fine, and my trace route is absolutely normal for where I am trying to reach. They informed me that it is Twitch who is not allocating the proper amount of bandwidth from the Washington servers.

Judging from the amount of complaints from twitch users who have the same problem, I am inclined to believe TWC. I don't really care whose at fault here. I just want to watch the games I love and support the players who are competing.

I have TWC as well and I've noticed an extreme slowdown in loading VoDs/watching streams as well. I can usually steam at high quality with no problems, but for some reason on some days (like today) it's literally impossible to load streams or watch VoDs. Right now all VoDs load 1 second every 3 seconds, which pretty much makes watching things impossible without leaving it open for a while to buffer.

It seems like it's on and off, with some days having no problems and VoDs load very fast, but others it's just horrible.

Indeed, you aren't alone. The pause-play-pause-play stalling of videos are happening throughout the day now... every day. No longer just the weekends. I have also created a public thread/discussion on the issue on DSLReports/BroadbandReports, and I hope to have Twitch staff assist us in a more hands-on matter. This has grown to unacceptable levels and heavily impacts MANY users that cannot watch streams anymore.

Twitch staff are hardly being vocal enough with what they have done to help. Multiple help.twitch.tv threads have been made on this same exact issue and they all grow stale and become forgotten about. What have network engineers on *TWITCH'S END* done to investigate this matter? Have you opened any tickets with Level 3 Communications to gain insight on where the problem is?

All we have heard are pretty canned effortless answers with no follow-up. I apologize in coming off rude, but we've hit a wall now that cannot be passed with basic traceroutes and configuration changes. The ball is in your court.

The EXACT same thing is happening to me.

I can NOT watch a stream in ANY quality, and I also have a 30/5 Time Warner Cable connection.

Details: I get into a stream page, the stream player loads, I get a picture, but immediately it freezes for 1-3 seconds, shows another 2-4 seconds of video, then it freezes again for 1-3 seconds, rinse and repeat.

YouTube 1080p and Netflix HD all works flawlessly, so I can't figure out why I'm having this problem with Twitch.

I've been on Twitch since March of 2012 and it's worked fine. It just started happening in the past couple days.

I am experiencing the same issues, high speedtest results 25+ mbs downloand speedtest results, but when i try to even stream a 240p video, it constantly stutter stops making watching the video impossible. I also have TMC but im not having this issue with youtube or any other streaming service. Making me suspect the issue may be with twitch itself or its servers. Thought it might be TMC throttling my connection, but if its doing so its only towards twitch. I have tried streaming at all times of day/night, used different browsers, cleaned cache, ran all sorts of scans to detect any potential maleware/intruders with the same result.

Same exact thing happening to me, i called in TWC and they said its
something to do with the 'Level3' isp or w.e twitch uses thats not working well with TWC or some shit like that
its so annoying, but i am pretty sure the problem is on twitch side

I have the same problem with TWC and I have 20/2. It has gotten to the point not even 240p can play smooth on most streams. I have called my ISP several times and they claim there is no throttle to this site.

Please fix your site so I can pay for turbo. You're losing customers this way twitch.

This has only been happening the last couple of days.
But this makes it so difficult to edit my broadcast into clips when I cant even play 3 seconds of video without it pausing and having to rebuffer.
If this is a known issue I hope it is resolved soon. Luckily it doesnt affect my actual streaming or it would be a much much bigger issue.

Same boat, I can't watch anything on twitch anymore. I tried everything on my end until I realized that it has nothing to do with me, and I had to look for some help on this site. It's absolutely ridiculous, and I have the same TWC connection. And then I laugh at the ads asking me to pay for this. I can stream anything, from any other sites. Only Twitch is a problem.

I'm also on TWC 30/5 In Cleveland Ohio, Have the exact same problem, it's impossible for me to watch any streams on any quality without it going at about 1 frame per 5 seconds, even the audio lags hard. Twitch is completely unwatchable, its really disappointing, and slightly enraging.

Can't agree enough. This site is a mess. It's been the biggest disappointment to get off work, come home and being able to just nerd out for a bit, sit down, and watch what's basically an epileptic video convulse to death. It's seriously sad the amount of money twitch makes off such a lackluster service.

Never had an issue with own3D before they went belly-up. Can only hope one day twitch will succumb to some new .tv site that actually has their stuff together.

Also on TWC - southern California, 15/2 connection which works fine with everything else, and USED to work fine with twitch.

What happened? This is really bad, and seems almost random as to which streams will work and at what times. Sometimes VODs will download fine, yet at other times the same VOD will load at 56k speeds (ok maybe not that slow, but slow enough to make them unwatchable).

Hope the powers that be take this seriously and look into it. Right now twitch is basically crippled for those of us experiencing this.

You guys all have TWC? It seems like it's a throttling issue between level3 (a CDN) and TWC, since other providers aren't experiencing the same issue (multiple ISPs point to level 3, as mine does). What geographic area are you guys in?

Same deal here. TWC 30/5. I can usually stream my own games at 1080p 3mbps, but forget watching anything above 480p in the evenings. Mornings are OK, but evenings during WCS, I can't watch it without dropped frames and video freezes. Audio is fine. Its not my PC, since it does the same thing on 5 other computers in the house, all varying specs. The problems start showing up every day after 4pm, and continue through 11pm. All other forms of media works perfectly fine, just streams from Twitch are the problem.

I'm moving out of state in two months, so I'm hoping things improve with another provider. I've had TWC look into the issue numerous times, but nothing ever comes of it in the end. Twitch is my main form of entertainment, and its frustrating to pay +$70/mo to TWC and get such lousy service to certain Twitch's servers.

I'm getting the same thing right now too. 20/5 at 20ms reported by Speedtest, nothing else running on my network. Difference between the OP and the other posters is I have Comcast. Youtube VOD's load just fine. VOD's from twitch seem to be loading extraordinarily slow as well.

I've had the IP block in for a few months now. At 14 down, 1 up and most streams are unwatchable due to the amount of freezing. It had been better, but recently (last month or so) it has been much worse.

@JasonM This does not work. Please understand the fundamentals of why this *could* work and does not work in this instance... and never will work.

Blocking a range of IP's does not play in routing said packets back to us. Our DNS is resolving your video*.justin.tv addresses just fine and not redirecting to some "caching servers" for content. Our packet requests are hitting your RTMP/CDN and heading right back to us... and very poorly. So please stop suggesting these blocks as you've done in the past. They don't make any sense.

Who on Twitch's staff have been notified of these ongoing issues for one of the largest cable providers in the country? Is this an issue brought up in weekly meetings at all? You have weekly meetings, no? ;)

Oh, and are you hiring for support positions? I'm unemployed and willing. ~_~

They have got to be throttling and lying about it... I was having this issue for all streaming content for months, and twitch seemed ok till recently, last couple days have been real bad.

Same thing here. 30/5 TWC internet here in ohio. Worked fine before but like a month or os ago everything changed. I can no longer watch a twitch livestream even at 360P without it pausing to buffer/studdering or flat out stopping. I have done all the IP throttle suggested blocking ( and it did help for youtube) but no such luck for twitch.

I used to stream on my channel daily at 3000kbs with no issues. But now even when i am streaming and i view my playback screen that screene ven studders/pauses for me of my own livestream.

I believe it's TWC throttling bandwidth to save money despite charging people more money. but others claim it's not TWC and it's twitch.tv and routing. I don't know who is at fault but all i do know is it's hurting twitch.tv. Your losing customers and potential turbo members daily because people can't even watch a simple stream.

But those same people can go and watch a stream on another site and it works perfectly fine.

I find i don't even stream much anymore on my channel as people come in and tell me it's lagging for them ( when normally before same setting no lag at all).

this whole situation is just a mess whichever company is at fault.

Same problem here, I have Insight Communications Internet which just happens to have recently been bought out by TWC.... I've tried every fix and nothing works for me. The lag just recently became unbearable, I can't watch ANY stream even in 240p. I used to be able to stream 720p+ with zero lag ever. I'm located in Northern KY

Same problems and history here. Last year everything was good, could watch all streams at 1080P. I have had Time Warner internet 25 down 1 up. I too am from Akron Ohio. Streams freeze every 1-2 seconds even on 240p now. I have tried all suggestions regarding ip blocking. Really hoping a solution pops up soon. Love the site, great way to kick back and relax. At this point it's unteachable.

Same problem here. Columbus Ohio, TWC and for the past few months the connection to Twitch has been horrible. After countless calls to TWC it is now clear that TWC has a fixed bandwidth path to level3.net (which is the CDN for twitch.tv) The lag you are experiencing is because so many people are fighting for a fixed amount of bandwidth.

I urge all of you to pick up the phone and contact TWC about the issue. Request to speak to a tier 3 tech and request they open a ticket with NOC to investigate the issue. I have had a ticket open for about a month and do not allow them to close it. Demand TWC reaches out to Level3.net to correct this problem. They keep telling me that only a few people are reporting the problem and if more contact them they would be more likely to make changes.

Tweet them (@TWC_Help / @Level3) Call TWC! TWC and Level3.net both make a very good annual profit from what they do, demand they put some of the money back into their own company or tell them you will go elsewhere!

Yep, same here. TWC, 15/1, Orange county NY. Twitch worked fine until about a month ago, now I can't watch anything higher than 240p, and even that stutters half the time. Really hope this gets resolved soon since it seems like the site is flat-out unusable for a good chunk of people!

Alright I definitely think it's a routing or throttling issue with TWC and the CDN Twitch uses, and there's some major problem in between. When I use my VPN to connect to work, twitch VoDs and steams load insanely fast and I can watch 720+ with no stuttering or interruptions. As soon as I disconnect from my VPN, the stuttering begins again and everything becomes impossible to watch.

There is seriously a problem with routing here and does need to be fixed.

I've noticed that when I use the twitch.tv app on my ipad the streams work fine. When I try to watch them on my computer they freeze all the time. Both are using the same connection.

I use Insight Cable which RoadRunner which is the same ISP TWC here uses
In the morning and afternoon it's fine. I can watch 1080+/720p+ just fine.
Then when I get back from school at 7 I can't even watch 240p at all

same problem here as well had insight communications which has just recently been bought by twc had no problem watching 1080P or 720p+ until the buyout occured now i cant even watch in 240p :( please fix this soon twitch it is on your side. and frankly it pretty ridiculous you havent fixed it yet considering the amount of money profited off this site could be easily fixed. as well as the fact you are denying plenty of twc cusomters the chance to watch your website makes me a blue panda bear. please fix soon.

TWC 20/2 lags like a muhfuggah when watching most streams, especially the unpartnered ones ive noticed, at any quality and even when i use a paid high speed vpn that can far exceed my connection speed i still lag, but not as much.

So here's the deal. I have the same exact stuttering watching all streams even in 240P. I tried the IP blocking and that didn't help. I am in Cleveland on TWC with 20MB download and 1MB upload.

HOWEVER, live streams are pefectly smooth on the same internet connection via IPOD TOUCH THROUGH THE WEB BROWSER.

I don't use the twitch.tv app, just straight through the browser.

How is this happening?

I too have been having freezes ans stuttering to the point of not being able to view any live events, or to watch archived videos. This has been going on for a few weeks. Other streaming sites are working well and I can view streams from web based players with no issues. Twitch has become rather useless to me as it is currently impossible to view anything, at any point night or day.

I'm in central Kentucky running through a Time Warner business account. I watch a great deal of simracing broadcasts and I'm now missing more than I am watching. Of course, this leaves me with no option but to pass along to the broadcasting group that Twitch is not performing any useful service to them. Quite a shame that it has come to this.

Cleveland, Ohio. TWC 30/5. Been having stream stuttering for the past few months, previously could watch 1080p, then 720, then 360, now unable to watch 240p / 360p. If I log in through my school's VPN, I am able to watch 360/420p, but nothing more.

I am having the same issues, i have Brighthouse, and today it was upgraded to 30/2 from 10/1 which i thought would help a bit but it didnt do a damn thing. I hope something can be figured out about this. It is rediculous.

I have the same issue. Tried beta.twitch.tv and 240p lags all the same. Pretty ridiculous.

I have no hopes of getting this resolved with TWC, their support at all levels is completely and utterly nonexistent

I would have switched years ago to fios or something else, but at my current place I can't switch as only TWC is offered. (This is one reason why I will be moving once my lease is up next year)

Same issue here. Am from Asheboro, NC with TWC. Traceroute shows after Washing12.level3.net IP all requests time out. I've tried every IP block changing DNS. Nothing works. Please fix.

Having the same problem as well, 50/5 TWC connection for me.

Had Cox communications 30/5 connection in Fort Walton Beach, FL and everything was dandy. Then moved up to Dayton, OH and had to get TWC just a few days ago and it's now impossible to watch streams without this BS "pause-play-pause" stuttering in the stream.

Whoever's at fault here, whether TWC or twitch, it needs to be fixed. Certainly no point in me being a twitch turbo supporter anymore, so now twitch is losing money until it's fixed; and even though the 50/5 connection wasn't for watching streams I'm gonna downgrade my service with TWC as well just because.

This. Needs. To. Stop.

I have the same problem here. I have TWC 50/5 and I can't watch anybody especially in the evenings. I can stream ok with 720p 3k upload speed and others that are not on TWC can see the stream just fine, but anybody on TWC, including myself see it stutter constantly.

Just want to drop in my agreement.

As a bit of backstory, I'm a computer tech by trade. I help manage a relatively small WAN ~8k sq miles. Which means I have at least a rudimentary grasp of networking. I have a 40/4 connection through RoadRunner (TimeWarner) and am in Southern California.

I thought that perhaps my computer was just slowly crapping out on me for no good reason (it is pretty old q6600 with radeon 7850).
I too noticed that at first I could no longer play 1080p video, then 720p began to have the stuttering issue. Then 720, and now 480p.
Boy is that frustrating. I can't even watch cosmo play Wind Waker.

I tested all kinds of things.

Flash With GPU acceleration through chrome.
Flash without GPU acceleration through chrome.
FireFox vs Chrome
Chrome with pepflash, chrome without pepflash.

Ran speed tests while watching video :: 720p wcs america + Speedtest.net returned 25Mbit down 3.5 up
So I am obviously not being limited by the bandwidth of the connection.

It is currently pretty much impossible to watch anything on my computer right now. Which makes both my subscription to ManVsGame and my Twitch Turbo account pretty darn useless. As of now I've canceled them both. When the problem is fixed maybe I'll re-sub.

I've enjoyed twitch since before when it was Justin.tv but it is not enjoyable in its current state.

I am having the same problem. In Austin, TX with 30mb download connection. I can stream 720+ with no problems from netflix and crunchyroll etc. I have tried all recommendations mentioned above to no avail. My stream seems to be OK, but I generally watch from 11am-3pm on Sunday CST. My main problem is with VODS. Would these be a different set of ranges to block? Is there a way to solve this without having to pay for a VPN?

More Information!

I work relatively close to where I sleep, both places have TWC RoadRunner Lightning. My home connection has the stuttering issue regularly. My work computer does not.

Doing a bit of testing, the work computer is generally resolving to either
ae-106-3506.bar2.tustin1.level3.net
ae-2-70.edge2.sanjose1.level3.net

The home computers are resolving to
ae-103-3503.bar1.tustin1.level3.net
ae-207-3607.bar2.tustin1.level3.net

The ones at home are having the stuttering issue and the one at work are not.

I'm having the same issues. TWC in central NY, 15Mbps/1Mbps. I can generally watch streams on 360p, 480p, even 720p without problems, but 720p+ or higher most of the time is unwatchable. There are random periods where 720p+ works fine, but it's pretty hit or miss. VODs are completely unwatchable now, where as a few months ago they worked.

I am also encountering the same issues with Time Warner (Tampa, Florida). It baffles my mind how my tethered wireless HSPA+ 15mbps connection can manage to stream Twitch smoother than a 40mbps TWC Landline. I've gone to hell and back trying to figure out a solution, but I'm honestly running out of ideas. I can't recall how many IPs I've tried blocking in the past week.

I read on another thread where the man that posted above (Jason M.) commented saying that twitch just didn't want to pay for this problem to be fixed. Now, I could be wrong, but I'm about 98% positive that's exactly what I read. This problem would be fixed VERY simply by paying a bit of money so that their bandwidth didn't bottleneck.

Another post I read, was the same person saying that they were waiting for TWC and other ISP's to realize how often twitch was being visited, and increase their bandwidth for free.

Not trying to stir up trouble, but from everything I've read, all the problem's I've read about thousands of people having, and all the SOLUTIONS being handed to twitch for this problem, they're being greedy.

At this point in time, literally ANYONE with a bit of money to do so, could simply start up a new streaming site, and pay the money needed, settle with a BMW instead of a Bugatti, and twitch will be completely forgotten about forever. That simple. All it would take is the couple of thousand having this problem to find it, start using it, and tell other people about it that are having the same problem. Streamers lose viewers, get upset about that, and they too, just switch to another site.

This has been going on for months, and I have ATT, not TWC or Comcast. Which means it is simply a bottlenecked bandwidth problem on THEIR side, that can be fixed very simply with an increased monthly bill. But, that's too much for them to sacrifice, I guess.

P.S. Someone PLEASE make a new site. You will be rich instantly.

TWC customer here in California on a 30mbps connection, can't watch or listen to any streams above 360p, which doesn't help when some streams run 576p minimum. 1 second of stream, 5 seconds of nothing, repeat.

I also have the some problem. constant stuttering even sometimes at 420p/240p. The streamers have no dropped frames and have the same settings they usually do. I have 80mb/s Down 20 mb/s UP. It has been like this for a long time. more than a month probably, although its getting worse day by day to the point where i just get frustrated and close twitch and have go watch some stream highlight on youtube instead or something. Also i was watching some stream on another site and they were perfectly smooth, definitely on twitch's end.

Any updates Jason M? I too have this problem and I'm on TWC also. I just moved to San Diego from Norcal and in Norcal I had no twitch lag on comcast. So I'm not sure what exactly is going on.

Any help on your end would be appreciated. I called TWC, they were obviously no help at all.

Same problem for about 3 months now.

Prior to this never a single issue watching streams at 1080, 720, etc... About 3 months ago, noticed that during "Primetime" streams would stutter and I'd have to lower them down to 720/480, I chalked this up to maybe my internet was slow(even though it wasn't).

Now I just basically ignore Twitch during 5-6pm through Midnight on weekdays and roughly Noon-2am on Weekends, because I already know every single stream will be unwatchable at any decent resolution.

Tried all the so called "fixes" none of them do crap.

I'm able to download movies at full speed, watch Youtube at 1080, download torrents, play games, everything under the sun at full speeds, EXCEPT watch ANY STREAM on TWITCH.TV.

Again this just magically started about 3ish months ago...

And oddly coincided with the disappearance of Own3d.tv

I mean back then when this started I could just switch to them... Then BOOM they're shut down and then this Twitch primetime lag gets even worse.

This is ridiculous...

Your proxy/VPN is routing you differently than straight through TWC. Thus, normal routing rules do not apply that may lead you to a choked bandwidth point.

Same here. 20/2 TWC in southern California. Tried the cmd line from that blog Jason posted. Worked for about 5 minutes. This issue was being brought up at the beginning of the year. Why is this still a thing? Azubu works fine...

I am also getting this issue with TWC in Erie PA. There was a tweet on the twitchsupport account about doing a limited ISP + area research project. It seemed to work for a day and then got worse again.

This very same issue is still happening to me. 30/5 TWC, New York. No matter what stream I watch on twitch, and no matter the quality, it freezes every few seconds, then plays for about 2-4 seconds smoothly, then freezes again. I have no issues with any other video websites.

So TWC here also, anyone have a fix for this yet?
Really frustrating trying to watch streams like this.

I just had a tech over here telling me there is no issues with my line or modem, and not
the slightest bit of packet loss.
